General Funding Information

Does the Foundation provide support to organizations outside of the United States or to U.S.-based organizations performing work in other countries?
No, as a mid-sized foundation with finite resources the Foundation has chosen to limit its funding to organizations working in the United States.

How do I know if my organization meets the Foundation’s funding requirements?
Please review our program guidelines carefully. If you think that your organization meets these requirements, please submit an LOI to be reviewed by our staff. For more information about submitting an LOI, click here.

Is there anything the Foundation does not fund?
The Foundation does not fund individuals, scholarships, direct services, or international projects.

I think my organization aligns with the Special Opportunities Program Area or the President’s Discretionary Fund. Can I submit an LOI?
To apply for a grant under the Special Opportunities Program, please submit a Letter of Inquiry. The Foundation does not accept LOIs or unsolicited proposals for the President’s Discretionary Fund. 

What is the difference between general support and project support?
General support is not earmarked for a particular project or program of an organization. Project support is designated for a particular set of activities undertaken by an organization.

Using the Online Application System

Can I submit an LOI or invited proposal through email or in hard copy?
No, the Foundation requires applicants to use our online application system for all LOIs and invited proposals. Please see the Apply for a Grant section of our website for more information about how to apply for funding.

Do I have to set up an online account to submit an LOI or invited proposal?
Yes, if you are a first-time user, click the “New Applicant?” link under the email address field on the login screen. Follow the prompts to create an account.

How do I access an LOI or invited proposal that I’ve already started?
If you have started an LOI or proposal and wish to return to it, log into our grants management system here. This will take you to your account homepage where you can access all LOIs and/or proposals you have created using the system.

I forgot my password. What should I do?
Click the “Forgot Password?” link under the password field on the login screen. Follow the instructions to login and change your password in the system.

Can I save my LOI or proposal and finish it later?
Yes, all information in the system is saved as you complete each field in the application.

I am getting an error message when I try to log in to start my LOI or invited proposal.  What should I do?
If you receive an error message when you try to log in, please try logging in using another web browser. For example, if you are using Google Chrome, please try to log in using Internet Explorer, Firefox or another web browser. If you continue to receive an error message, please delete the cookies on your web browser and try to log in again.  If neither of these solutions corrects the problem, please email info@publicwelfare.org

I realized that I made a mistake or forgot to include something after I submitted my LOI or invited proposal. Can I make the correction using the online application system?
No, once an LOI or proposal has been submitted, it cannot be changed in the application system. To request a change or to add a document, please email info@publicwelfare.org

Submitting an LOI

I started an LOI and saved it but when I return to my LOI it is blank. What should I do?
If you have started an LOI and wish to return to it, click here. This will take you to your account homepage where you can access all LOIs and/or proposals you have created using the system.

I just submitted my LOI. What are the next steps?
Staff at the Foundation will review your LOI and respond via email to let you know if the LOI has been declined or if a full proposal is invited. These responses are generally sent within 30 business days of the LOI submission date.

Submitting a Proposal

Does the Foundation accept uninvited proposals?
No, the Foundation only accepts full proposals that have been invited by Foundation staff.  Applicants can submit unsolicited LOIs if they align with the Foundation’s program guidelines.  To learn more about our application process please visit the Apply for a Grant section of our website.

Are the requirements for project support and general support proposals the same?
No, while the requirements are similar, there are some key differences. Please review our Full Proposal Content Guide for the requirements for both types of proposals.

I am applying for general support. Do I need to submit a lobbying statement or project budget?
No, these items are only required for proposals requesting project support.

I am applying for project support. Is there a sample project budget I should follow?
Yes, it is available here. We do not require that applicants use this format but we do encourage applicants to review it before creating a project budget. In addition, project budgets should preferably include no more than six line-item expense categories.

I just submitted my proposal. What are the next steps?
A Foundation staff member will contact you if we have any questions about your proposal or need any additional information. Once we have made a final decision about funding you will be notified via email.

Reporting Requirements

Are there report instructions? If so, where can I find them?
Yes, the Foundation has prepared instructions for both the narrative and financial components of the report. They are available here.

We will not be able to submit our report by the deadline. What should I do?
Timely reporting is an important part of the grant process. If you will not be able to meet the assigned deadline, please contact the Grants Manager.

We may not spend all of our grant funds by the end of the grant period. What should I do?
Contact the Grants Manager or your assigned Program Director to discuss next steps. Please do not send a check for the unspent amount without first discussing it with Foundation staff.

I don’t see an answer to my question here. What should I do?
